Because workouts done on a stability ball let you effectively isolate the lower abs, upper abs and oblique muscle groups.
For sure more effectively than any machine or device that has you only moving in a single plane of movement.
Of course I can't say if you'll loose belly fat fast this way. But it can't hurt. Especially as part of an overall workout routine that is heavy on aerobic exercises. Since those are the cardiovascular exercises that will really burn off the fat.
